I know there is no torque spec for the U-bolt nuts, you are compressing the rubber pads, so use some good jusdgement and recheck it after a couple of weeks. For the other nuts, I would just use your

have you considered using an Air/Fuel ratio gauge? It connects to a generic O2 sensor that you add to your exhaust system. The gauge is $30 from Summit Racing and will show you rich/lean conditions

No, I think it is a generic replacement pump. When you turn on the ignition, does it ever stop clicking or does it just keep on going? It should, but you could just get another generic pump at Napa.
