Is there a lot of $$ involved? If not, I'd probably publish his name and his actions a few times on every truck list I could find...and then write the whole incident off as an unfortunate experience.

If it starts to fire off, seems like timing or plug wire routing would be an issue, verify the motor has #1 at TDC, make sure the rotor is pointing just shy to the right, looking down) of the #1 spar
