The cable itself could be binding on the back of the Tach. Try putting in a washer or spacer of some kind between the cable sleeve and the back of the tach, and then put it back together. The altern

If you have a variable speed electric drill that will run backward, gently connect it to the tach drive cable at the distributor end. If the tach still bounces, chances are the cable is the problem.
