Thanks Aaron,

The second option seems the best. I already have the new bracket, stud, and
reinforcement plates from TRF. One additional question...

What's the best way to cut the old bracket out without damaging the
crossmember sidewall?

You must fabricate a steel plate to fit into the bottom of the crossmember,
drill a hole that will allow the stud to fit through and then weld the stud

will be to retain the appropriate angles and distances so that the finished
product is in the correct spot.  It is a tight fit everywhere.  You will
have to make sure that all rust and dirt is removed from old crossmember so
the welds will be strong.  And after the new piece is installed you should
install the additional reinforcement plates that are sold by TRF or that you
have fabricated yourself from the Word document template.
