The nuts are tough to tighten down because they are a specialty nut called
a "jam nut". In essence the thread cut into the nut is tight to the formed
thread on the u-bolts.
Jam nuts are used in in high vibration situations. They are much better at
not loosening up than regular elastic stop nuts. BUT, don't try to re-use
the u-bolts if you have to take those babies apart... the threads get
worked a bit when you tighten the nuts on, and subsequent use of the
u-bolt will not fit as "tight" as new...
