WAAAAY too general. Lighter is usually better, but other things enter into it.
I assume you are talking stock class since you mentioned HP numbers,
implying that modifications are out. Front drive or rear drive? Nose heavy?
Crappy suspension? Example; a "180hp" , 2600lb Corvair would probably 
get killed by a 60hp, 1600lb  Civic. It's not as simple as power/weight ratio.
If you go to SP or Prepared that complicates it by a factor of 10.
