Why use cones?  I think you should just put a line on the pavement where 
the start timer goes.  A set distance away (1/4 mile sounds about 
right...), put the finish timer.  To make it safer, let's also do away with 
the starter - just put something like a traffic light to let people know 
when to go.

Just think of the amount of time we'd be able to save - very little setup, 
no course worker changeovers, very little teardown.  No DNF's, no cone 
penalties.  We could probably squeeze 3-400 people through in a day....
