Call the insurance representative and tell him that you are going to
start with a letter to the insurance commissioner telling them that
the insurance company is not acting in "good faith".  This is a key
phrase, and will perk up his ears.  Give him 10 days to respond and
point out that you are merely asking for them to restore the damaged
part of the car to its previous condition.  Make it clear that you
intend to go to small claims court unless an agreeable solution is
found...  You always have to be firm, but cooperative in working
with these people...in between bouts of threatening them.  :-)
