At least you are dealing with a honest powder coater, but I would take
out the "may"...

Powder coat is paint applied in powder form.  You can't use it over rust 
and expect it to last. Get rid of the rust and then powdercoat.

All of the "chrome" paints that I have ever seen look like
silver paint.
