It's got one of those childproof caps. Push down and twist CCW. It helps to
disconnect the horns or car battery first.

How do I get the original steering wheel off my '70 Roadster, without
damaging it? I purchased a Grant steering wheel and want to replace it
but don't know where to start on getting the old wheel off.
