If he is the registered owner then he can file for a lost title or sign a
power of attorney to you. I have registered a bike this way before. The
registered owner signed a power of attorney for the bike in question. I
took it to the DMV and filed for a lost title. They printed the title right
then and I signed it over to myself using the power of attorney. They then
printed out another title showing me as the registered owner. It took all
of 15 minutes. If the seller is not the registered owner then you can find
who the registered owner is at the DMV. You can send the registered owner a
letter requesting the title or power of attorney. If this fails there is a
way to put a lien against the car, but I'm not too sure how that works.
