"...If it doesn't pass the visual inspection, you don't get your
certificate."

Is that the same as:-
I don't care if you can see it on the shelf, if it is not in the
catalog WE DON'T HAVE IT!!!!!

It would be interesting to find out how many vehicles will be affected
by this proposed change to the law and how often they are used.
One can't help feeling that the law of diminishing returns would
dictate that the result is not going to affect the smog level.
In which case there must be other criteria involved or a hidden agenda
even.
EFI is certainly the way to go BUT, all the expense involved is the
individuals problem.
I would not entertain the thought if my car was stock and thats the
way I wanted it.
Similarly, I'm no expert on CARB testing (although I read a very
interesting article in the Feb 2003 Super Street mag. which gives some
insight to what is involved) I would strongly advise NOT to go it
alone with an EFI conversion.
It seems to me that ALL the componentry you use, MUST have a CARB
sticker on it or the whole shooting match is over.
If no after market supplier has gone through the accreditation process
for your application, there is NO WAY an individual could afford to do
it.
I guess Oz is the lucky country still, but there have been similar
rumblings here.
The guvmint comes out with such gems as "...cars older than 19(pick a
year) are to be removed from our roads..."
WHY! My 1971 P510 has been converted to an (FJ20) EFI so is it still a
"bad boy" because it is 32 years old????
Grrrrrrrrrrr!
I'd better cool off before I break my soapbox.
