In the state of Maine it is illegal for a tire to be plugged from the
outside by a tire service center. It is not illegal for you to do it from
the outside yourself. The law was passed because whatever has caused the
puncture often winds up on the inside of the tire and has been found to
cause damage to the inside, increasing the chance of major blowout if not
removed.
So if you want to carry plug for roadside emergencies, its probably a good
idea, but when possible check the inside later. If you find a hole leaking
air and push a plug thru guess what....
