It depends on what the manufacturer was trying to communicate with a  
little arrow. In some cases they specify the directiion of greatest  
force, in others the direction of rotation. Since the manufacturer  
can't know which tires are used in front or back, they provide an  
arrow and then tell us (sometimes) what they mean.

On front tires the greatest force is clearly braking. On rear tires  
it could be either, but with heavily biased braking and weight shift  
it's probably engine.

As always, most of my experience is with Motorcycles, where the  
braking forces on the rear tire are virtually nil, and the  
manufacturers are very serious about thier little arrows.  Even there  
they have managed to confuse everyone by specifying rotation  
directiion with most newer tires (where the front tire is decidedly  
not a rear tire) and classic tires which generally could be either  
and where the arrow specifies force.
