While I understand everything you've said and why you said
it, what about
some personal responsibility in the matter?  Racers and their
support teams ought to
have their feet held to the fire first.  They should be
ensuring that the
car they bring to an event to compete is safe in all
respects.  The rules and 
regulations are not secret.  I think you owe that to
yourself, your fellow racers, 
and the sanctioning body (in that order).  Most
sanctioning bodies are paper thin
financially, and do the best they can to
staff events.
