AARGH! Lap 20 is the first lap?!?

Okay, this happens occasionally and its damned annoying...

It decides when I create the first lap that it is lap number 20.
And I can't figure out how to set it to lap #1.
And I can't figure out how to tell it to throw
away all the laps created and start over.

How do I tell it to do those two things?
