Frank, if the wires are not hooked up correctly, you
will get this result.  Did they work before?  if so...
the problem is probably your wiring is hooked up
wrong, not the flasher.

when you put the trafficator in the car, sometimes the
connecting wires can cross and cause the horn to go on
all the time.  Were the connecting wires on the
trafficator properly insulated, or was it sort of a
mess?  If it wasn't neat and tidy, that is likely your
problem.  Another cause may be, again, that you've
hooked the wires up incorrectly at the end of the
steering box. 

it sounds to me that all of your problems may be
stemming from the fact your wires are hooked up
incorrectly.  It can be additionally confusing because
sometimes the color wires in the trafficator do not
match up with the colors on the harness.

this may sound strange, but whack your horn a few
times with a hammer or preferably a firm mallot (like
the rawhide end of your thor) while it has power to
the terminals, you may find the thing will start
working again.
