Simon,
On the 6 cylinder cars through to the BJ8, the dash top piece has a thin layer
of padding underneath. I cannot speak for 100 cars, but would assume they do
also?

  Referred to in the parts book as ""Liner assembly -scuttle top", I refer
  here to what I call the dash(board) top..the flat bit with a padded front
  above the instrument panel where one finds the driving mirror and vents to
  (attempt to!) demist the windscreen.

  So, in Mk Is & IIs & previous cars, I suppose, is there padding under the
  vinyl/leathercloth on the top piece? There wasn't on mine, but it looks to
  be a fairly sorry item.
