I think the bigger issue is the economic situation in Europe and here in the
US. The few that have the discretionary money to spend on cars will be
buying those vehicles that marginally solvent owners will be/are unloading
in record numbers, so non original cars and low collector value cars won't
move very fast.
 I know I screwed up royally by restoring a '70 Midget recently, it will sit
here until I have to nearly give it away... I have some political ideas to
solve the looming crisis, but I'll keep them to myself... for now.

I understand theese problems.
Most of the normal restorers also understand this, and try to offer some
kind of compensation. I think free accomodtaion and car transport based on
fuel price is worthwile help. The work can be made quite transparent with
good network communication. Although thrust in eachother cannot be taken
out of the system.
I dont know other areas well, but in my region quite wide range of
labour-quality is available. But there is a strong hi-end for nearly every
task. Although some needs to be travelled a bit more to get (like
sand-blasting). Only depends on the cost.
