I don't think moveable ballast is allowed.
Rule II-10 Ballast: Ballast may be used in all categories. Ballast shall be 
securely
mounted, bolted to the frame or frame structure. Use of Hose clamps, wire, 
strapping,
tape, tie wraps, etc. for securing weight or ballast is prohibited.

On #300 the frame rails are "Filled" with buckshot. No moving around/shifting
possible. Car is 50/50 front/back on the distribution of weight. Lucky? I don't 
know
the weight of the car itself, on the trailer it's 4240 lbs.
