Bill,

The nut directly below the distributor is the only one that you have to 
loosen.  Once it is loose, rotate the distributor to insure that it is 
loose, then center the bolt from which you tok the nut off of and then 
lift the distributor out.  The distributor is held in place by a "cotter 
bolt", which is what is what the nut is on that you just loosened.  the 
portion of the bolt that you can't see is just a plain rod, with a 
circular cutout midway through it.  The distributor is inserted into the 
block through the circular cutout and tightening the nut pulls the side 
of the cutout area against the distributor, holding it in place.  It is 
possible that the cotter bolt cutout has been jammed against the 
distributor shaft hard enough to not loosen easily.  If the distributor 
will not rotate when the nut is loosened, tap it into the block (with 
the nut on it) to break it loose.
