I had a similar problem early on with the PO's downdraft Weber conversion.
Turned out he had used the plastic sleeving on the throttle cable to 'hold'
the cable housing in position relative to the carb.  Of course, it slowly
compressed, until I could barely crack the throttle open.  The real
giveaway was that I could only reach ~2500 RPM in neutral!  On the other
hand, I could lift the pedal from underneath with my foot -- it went
further up than down.  I rigged some fuel line and a hose clamp to hold the
housing in place so I could get home.  sf
