Testing the starter relay is easy; run a jumper wire around it and see if the
starter turns.  Jay's right, though: it's not really even worth the time to
test. It's a cheap, easy replacement.

To state the obvious, make sure you've got a good ground. Make sure you have
lights, and that the battery isn't simply dead.

Check to see if you've got something pulling 12V off the battery when the
car's just sitting there. (remove the negative cable, run a test lamp between
the terminal and the cable, and see if the lamp lights; if it does, you've
got a draw.)  Good possibility that you're starter's locked up to the
flywheel in this case.  Although there are other methods, put the car in 4th
gear and push it a bit to turn the engine manually; that should kick the
starter off of the flywheel.  (I just went through this drill with a Ford
truck, btw)
