In CA you can put the car through a safety inspection to bring it back. If you
have the original VIN and can prove it, it can be used even if you must make a
new plate. If not the CHP will assign a new number and affix their plate. The
title will always say salvage though.

Well, I don't know. I've heard that cars that are wrecked
have the VIN number drilled out on behalf of the insurance company,
so it's impossible to reregister them.
I.e. EITHER you give them the registration papers and the VIN number is
drilled out,
OR they don't pay you.
Since one of my employees just wrecked my car beyond repair (i.e.
my daily driver, not my MG) the other day, I think I'll be able to fill you
in about this shortly.
