It's been my experience that the only effective way to eliminate rust
is to cut it out. With Extend, or other such solvents, the chemicals in 
auto paint can leach through primer and affect the Extend, thus allowing
the rust to continue on its merry way. Oxisolve, or naval jelly, remove
rust but every microscopic bit of rust must be eliminated.

This has been my experience...for what it's worth.
