Michael,
        I purchased a used 76B here in San Jose CA., actually Mogan Hill, I
believe it came from the original owner. It did not have a catalytic
converter when I got it, but the car was a real mess as it had been
modified. The owner had installed a HOLLEY carb and made a crude manifold to
mate it to the engine. Then cut a 6 inch hole through the hood so that it
would close. 
When I bought it, a large tree had fallen on the center of the windshield
and caused extensive damage to the passenger fender and the glass/frame.  
During my restoration I installed a catalytic converter, because I like you
thought it should have one because it had the Zenith carb. I have since had
the car smogged and is a daily driver for my daughter.  It is now documented
in the DMV smog test as having a catalytic converter, this was checked off
as installed by the smog tester, so I guess I am stuck with it.  
I have since noticed that there is an exhaust system offer for the B,
without the cat, so perhaps that was standard for a period and I need not
have put it on. My 79B does have the cat, which was another reason I
concluded all Zenith carb B's need the converter. It appears I may be wrong.
I eagerly await the outcome from someone more knowledgable that I. 
So to answer your question, it probably is stock.
