I did see fresh change of oil and filter.  I've been told by the person
who delt me the inspection sticker that that is the biggest
single item you can do to help pass.

That and oxygenated fuel.  i.e.  Highest octane you can find, 
92/93 or more.

The other tricks are OK except the carb number in my opinion.
