Bill, the "thingy" on the side of the distributor is called a
"micro-adjuster", and has to be set in its' zero mark BEFORE timing the
engine.  This allows you to either advance, or retard the timing as
required using the adjuster.  It DOES work, but it is FINE adjustment,
so just one "click" won't give any noticable result unless you're very
close to the setting you want.  The shaft of the vacuum advance is
marked with a number of grooves, with one groove larger than the ones on
either side of it.  That's your zero point.
