  Could be a lot of things, like rotting rubber parts in
the carb not letting it "carburate", or rotten rubber in the
fuel lines keeping it starved of fuel.

  What does it do when you try to accelerate? Does it run
rough and die, or does it just happily run at slow speed?

  Check if the hydraulic line is long-emptied from a leak. You
can pump it up and make it work if you have enough fluid and
no giant leaks, but there is a limit.

  Bleeding, or flexible "aneurism-style" rubber parts.
