You could probably have beaten the speeding ticket.

CA has an interesting law that bans 'Speed Traps'. You should look up the 
exact codes, but it means that for any road other than sidestreets must set 
the speed limit in accordance with a traffic survey. They must conduct the 
traffic survey every 5 years.

If they don't set the speed according to the results of the traffic survey, 
the police cannot use radar (and various other devices) to measure speed.

What are the cnhances that they actually conducted a traffic survey for a 
rural road?

Obviously, I am not a lawyer, the above is not advice and I do not guarentee 
any accuracy.
