Starting problem

Occasionally, when I turn the key to start the engine it does not turn over
and there is no sound.  By turning the key on and off several times the
engine finally turns over and starts. Could this be a starter relay problem?
If so how do I check it out? If not the relay , what  is the possible
problem?
