Pat, YES you can.  It's called a Non Uniform Motor Vehicle Act Citation.  BUT,
you have to be willing to go to court, be able to POSITIVELY identify said 
subject,
and have ALL details at hand.

All that said, are you sure that said Police Vehicle is not equipped with Lap 
Belts only??  IF positive, go for it!!
