It depends.  A narrower tire will cut through soft snow and not ride on top of
it.  If you're using a straight street tire, not snow tread, you may have better
traction if the tire can grip the road surface rather than the snow.  This was
especially true of the old Model T's and A's which also had great ground
clearance and many roads were gravel.
