I'm not sure if I'm following you correctly, but I know that on MGBs the 
commission number and the serial number (or VIN) are not the same thing, 
and don't necessarily follow the same sequence. Are you saying the 
commission number is the same as the serial number on Triumphs, and are 
you saying the commission number doesn't match the title (which would be 
a problem with the title, I would think), or that it doesn't match the 
BMIHT certificate (which would then be for a different vehicle, wouldn't 
it?). Or what?
