Seems to me your off-load rate is way too slow at 2-3 secs per cycle, let
alone the on-load rate.  With such a big difference between off-load and
on-load the problem isn't mechanical but electrical.  As I mentioned before
you need to determine whether or not your wipers (and washers and heater
fan) operate with the key in the accessories position or only when the
ignition is on.  If they do then the 4-way fuse block is not involved.
Putting a volt-meter on the green black wires and tracing it back through
the in-line fuse, white/green, ignition switch and brown should show where
any bad connection is, or through the green, 4-way fuse block, white,
ignition switch and brown if they only operate in the 'Run' position.  It
could also be the motor armature windings partially shorted out, which could
explain high current flow as well as the 'fast;' speed being slower than the
'slow'.
