I have similar problems with my shoulder-length hair, and here is my take on
the subject:

Classic flat cap: not enough capacity to to tuck hair into; won't stay on at
high speeds

Baseball cap: OK if you tighten the adjuster strap enough to hurt. Tends to
let hair "blow out" the opening in the back if not tight enough. Never found
a non-adjustable one big enough for my head.

Bandanna: good if you tie all three points together. Choose colors carefully
(or stay out of the 'hood)

Panama: achieves liftoff at about 45mph

Fedora: see Panama

Pith helmet: great capacity; almost heavy enough to stay put without the
chin strap; classic empire "raj" look

Vintage flying helmet (cloth or leather): the perfect solution if you don't
mind "Snoopy" jokes. I would be interested in finding a source for the
summer-weight cloth one...

(for ladies) Head scarf: seems to work for my wife. Bigger is better.

YMMV. My problem is exacerbated by my height. My head sticks up beyond the
top of the windscreen, hence is subject to both direct wind blast and
backblast. Shorter persons may find other workable solutions.
