As an extreme example think of a tracked vehicle - the rolling
circumference is governed by the radius of the wheels plus the
 thickness of the track, not the circumference of the track.

Very true, Paul, but, in that case, the track doesn't make one complete 
revolution for each complete revolution of the wheels -- as is the case with 
a wheel and tire.
