That would be ODB-II - cars prior to '96 had ODB-I, with which could
usually read the code by causing the MIL (Malfunction Indicator Light;
aka Check Engine Light - CEL) to flash the code.

With ODB-II equipped, '96 and newer cars (yes there were a few pre-'96s
with ODB-II) the MIL can no longer flash out the error code, since the
code now consists of a letter and four digit code - kind of hard to
flash a letter...

ODB-II ('96 and newer) cars have to be read by a code scanner.
