Just a painfully simple theory here, before you start spending money, but
have you adjusted the rear brake adjusters.  I tightened them up fully while
bleading and testing the brakes, and took off the hand brake.  Incedently I
had the rear up on axil stands while I did mine, because getting to the
bleaders on the front is easy, but the back you need the wheels off.
