Jeff,

If your break drum is installed then the tack welding idea will not work,  
You were on the right track with the hack saw, cutting the bolt off between 
the drum and the lug nut.  The only other tool I could recomend would be a 
Sawzall but you would need a 8 - 10" long blade - make sure its fine toothed 
for cutting metal.

You may have another problem, if you cut off the bolt it will still be stuck 
in the lug nut.  Is this an extra lug nut?  You may want to try to only cut 
1/2 way into the bolt then have a helper hold the saw blade in the groove as 
a lever and try removing the nut again.  This may let you get the nut off the 
bolt but the bolt will still be trashed.
