Make sure you have a regulator installed that will let you set the fuel
pressure to between 2 and 4 psi.  Then you can set it at a rate that
will not cause problems.  Most pumps deliver much more pressure than the
car can use and will let the bowls overflow or as you say cause it to be
too rich (due most likely to overflow leaking into the carb body)

Seal is likely bad.  Water pumps are not that expensive.  I get them
from British Parts Northwest.  They have a web site!

That model has an electronic tach, so the two are different problems.
