What you have is a set of carbs for a 68 or newer Spridget (pollution equiped)
The second vent is indeed a fuel overflow (or as Les said, from the front carb
to back)
 The brass tubes are for PCV ventilation via the gulp valve amongst other
"things" these cars had.
The carbs will work on early Spridgets if you snip off the spring loaded button
on the throttle plate and solder up the hole, and cap the brass tubes.
The fuel overflow used to go back to a charcoal canister and on to the gas tank,
this was safer then the early models where the fuel dumped on the hot exhaust
manifold.
(Not the SUs ever leak mind you)
