A cheap price may simply mean there is less work to do in porting a Fiat head 
than an A-Series head.  Also, there are ported heads and PORTED HEADS.  How 
important the absolute last cfm of flow is will depend on whether the head is 
for a racer or a road car.  There is also the phrase 'chasing a little 
horsepower with a lot of money'.  Finally, I am sure APT can do a cheaper 
head that simply has less work done to it.
