I like that idea. I had the Midget pass PA Emissions, once, right after I 
tuned it by ear with a Weber. Now there is a "look lets see what is 
supposed to be there and fail the bastard if it ain't" law. But in 
addition there is a "you only gotta spend $400 on it to try to get it 
right and then we pass ya" law. So taking it to a place to get it to 
pass, and keeping the receipts, and then after it passes, take it back 
idea is a good sound plan. 

BTW I lived in Greeley, not to far from Boulder, we always refered to 
those in Boulder as Flat Heads (a reference to the Flat Irons, just 
outside town).
