Were those NEW lever shocks you replaced, or worn out old ones that didn't 
work?  I would suspect that new tube shocks would work better than old, worn 
out lever shocks.  When you replaced the shocks, did you also take the time 
to change the suspension bushings?  

I think it is difficult to get a really subjective answer.
