Not only sounds valid but easy to fix.
You can lean out the carbs or retard the timing to reduce CO.

1.The window could be argued but it probably has to do with a safety factor 
that there must be a clear window to see through for safety and visibility.
2.This is logical. Brake lights are red.
3.The requirement for door handles makes sense. The driver and passenger have 
to be able to exit a car in emergencies.
4.Pedal pads are another safety item. I wouldn't want the driver of the car 
coming at me or behind me to have his foot slip off the brake or clutch and hit 
me or injure me.

I was amazed about the missing rear window.  I can't pass inspection
without a top.

Anybody have a drivers side rear tail light for a 77 Midget that they
want to sell.  It must be US spec :-)

One other thing, in NJ if you fail for emissions you must take the car
to repair shop and have them fill out a NJ form then you must produce
that form and the receipts for the repairs.  You are not allowed to
fix it yourself.

It was funny watching the inspectors trying to get the car on the
brake pad, the car was short.  They also have a test that bounces the
wheels.  They had a really hard time trying to get the car on that pad
since the car is to narrow.  It took 5 time to get it aligned and it still
hung off on the inside.
