You imply that there is a "right" possibility. I have seen no evidence to
support this view.
About 25 years ago my father helped a friend of his title his kit car that
he built in Brazil. Brazilian red tape is a fearsome thing indeed.
Fortunately, my father was already well acquainted with the phenomenon and
armed himself with a set of letter and number stamps and made all of the
numbers match the documentation BEFORE going to the DMV. The peon in charge
looked at the car and groaned at the prospect of trying to locate the
numbers. Dad smiled and pointed them all out to the ever-so-grateful
worker...
On the other hand, I know of a 1952 MGTD in a museum there that went through
several dozen owners without ever getting licensed because of a lack of
paperwork that could not be remedied to the satisfaction of the DMV. Each
owner would eventually give up, put a for sale sign in the car and wait for
the next poor sucker who thought he could take care of the problem.
