In PA you need to supply the DMV with pictures. I am afraid that my  
after market mirrors will DQ me, They are that strict, Perhaps VA  
adapted that policy, I have no idea.

BTW I have "normal" plates as I like to drive too much to deal with  
the restrictions "antique" plates would do to me.
