You would think so, but the uncontrolled illegal immigration has

America now has a population of 297,668,097, including 20 million 
illegal aliens.  That group of illegal aliens also has the greatest 
number of births per capita than the rest of the population.  This, of 
course, does not include the 5 million people who were living in America 
illegally and were "legalized" by the "Immigration Reform and Control 
Act of 1986"  (Yes, that's the "control" act that did not control 
illegal immigration, since that population went from 0 to 20 million in 
18 years!)
