Daniel,
        On my 351C I have a Holly Double pumper.  I sometimes like
to mount the original Tiger Air filter length way instead of the stock
cross way.  Without a spacer, the lower section of the air cleaner
housing hits the float adjustment screws, similar to your problem.
To solve the problem without cutting anything I took a strip of 
steel strapping (as used in the shipping industry for boxes) 3/4"
wide, formed it into a circle that is just a tight slip fit on the
bottom flange of the air cleaner housing.  Two pop rivets holds the
strap together and blue RTV seals the circle to the air cleaner
lower plate.  This raises the air cleaner about 1/2" (3/4" - the depth of the
lip on the air cleaner). As the air cleaner is normally bolted down
with the wing nut I have no problems with the circle comming off;
however I can remove the circle with no damage to the original AC
Tiger filter housing.  The strapping also comes in 1/2" if you
need only a 1/4" or so rise. The strap is thin, but I have no
problem with the seal to the carb throat gasket. 
    By the way, the quickest way to solve your problem is to use
 multiple carb throat gaskets.  They are around 1/8 to 3/16 " thick.
 Tape 2 or 3 gaskets together install the air cleaner and you are done.
